Improve the effectiveness of implementing Resolution 98/2023/QH15 to create motivation for sustainable development for Ho Chi Minh City

Abstract

    Resolution No. 98/2023/QH15 of the National Assembly on piloting special mechanisms and policies to promote the development of Ho Chi Minh City is regarded as a significant step forward in enabling the city to maximize its socio-economic potential. However, the implementation process still faces numerous challenges due to limitations in coordination mechanisms, resource allocation, and alignment with the existing legal framework. This article analyzes these obstacles and proposes solutions to enhance the effectiveness of Resolution 98/2023/QH15, contributing to the sustainable development of Ho Chi Minh City in the context of economic integration and digital transformation
