Open educational resources and assessment of lecturers' capacity at Nguyen Tat Thanh University

Abstract
The aim is to assess the impact of Open Educational Resources (OER) in promoting UNESCO's Sustainable Development Goals (SDGs) through training activities and assess OER capacity of lecturers at Nguyen Tat Thanh University (NTTU). The study used qualitative research methods: surveys and unstructured interviews with lecturers who have participated in OER training courses. The survey results identified the level of awareness, application ability and obstacles in implementing OER at NTTU. The results showed that most lecturers were fully aware of the role of OER in educational innovation and sustainable development. In addition, there are still limitations in practical skills, exploitation and sharing of open sources. The author proposed a number of criteria for the OER capacity development model for lecturers in higher education institutions, clarifying the correlation of OER with SDGs. These findings are concrete and essential contribution to combine teacher capacity development with sustainable education strategies.
