Abstract
During the final stages of the Vietnam War (1954–1975), the Republic of Vietnam government, led by Nguyen Van Thieu, promulgated the Land-to-the-Tiller Law in 1970. Enacted in such a unique historical context, this legislation was not merely aimed at redistributing land to farmers in South Vietnam but also embodied broader political and strategic considerations.
