APPLYING UNIVERSAL DESIGN FOR LEARNING (UDL) IN THE IMPLEMENTATION AND DEPLOYMENT OF INCLUSIVE EDUCATION POLICIES IN VIETNAM – CURRENT SITUATION AND SOLUTIONS

Abstract
In the context of globalization, the right to education for children with disabilities is an urgent and important issue. In Vietnam, despite the government's issuance of policies such as the Disability Law (2010) and the Education Law (2019), not all children with disabilities have access to quality inclusive education. Universal Design for Learning (UDL) is a flexible educational approach that supports children with disabilities in effective learning participation. However, the implementation of UDL in Vietnam faces numerous challenges, such as a lack of infrastructure, insufficient capacity of teachers and administrators, and a lack of awareness from families and the community. To promote the application of UDL in inclusive education, supportive policies, teacher training, infrastructure investment, and enhanced community involvement are needed. The adoption of UDL will ensure the right to education and improve the quality of education for all children, especially those with disabilities.
