Abstract

The paper shows the results of surveying managers on the implementation of the regulations on assessing primary school students according to Circular 22. The surveyed sample consists of 452 managers of 67 primary schools in 6 provinces. The survey results shows that the majority of managers have good understanding of the purpose, principles, scientific basis, ways of assessing primary students according to this circular and to competence based approach. At the same time, they also have positive attitudes and beliefs about changes in teachers. They self-assessed that there were relatively appropriate instructions and monitoring methods in implementing the regulations for assessing elementary school students. However, there was still a considerable number of managers who misunderstood and faced of many difficulties. It is a necessary and useful material for educators to re-consider the advantages and disadvantages in the process of realizing the evaluation of elementary school students so that they will have remedial strategies and solutions in the coming time
