Implementing inclusive education requires teachers to meet the learning needs of both normal students and those with disabilities. In so-doing, teachers need to be equipped with required teaching competencies of inclusive education. This article describes 06 categories of inclusive teaching competencies of primary school teachers, including: 1) Identify, test and assessment; 2) Development of educational goals for students with disabilities; 3) Determination of educational activities/plans for students with disabilities; 4) Organization and implementation of educational and teaching activities for students with disabilities; 5) Usage of educational facilities and equipment for students with disabilities; and 6) Evaluation of progress of students with disabilities. Also, the authors proposed four measures of capacity building for inclusive teachers at primary schools as required by the 2018 general education program in the current Vietnamese education context.
