Abstract

     Makes clear the concept "S&T human resources"; presents features of the international S&T database and their impact on requirement for human resources; puts forward 3 major groups of human resources for creating and operating the international S&T database: the working group for DB structure, the working group for DB content and the working group for DB management; sets forth some suggestions on employing and using human resources for creating and developing the international S&T database.
