Abstract

Piracy and the Nguyễn Dynasty’s Perceptions and Policies on Combating Maritime Threats (1802-1883)

Throughout the 19th century, the Nguyễn dynasty governed Vietnam amidst significant political and security
pressures and challenges. Apart from domestic resistances and looming threats of foreign invasion, the dynasty faced
the persistent issue of piracy. Managing an expansive territory and an extensive coastline that were unprecedented in
the nation’s history, the Nguyen grappled with maritime-related challenges, including sea and island security and
sovereignty. This study aims to elucidate the nature and extent of piracy in Vietnam between 1802 and 1883, while
critically examining the Nguyễn dynasty’s perceptions and policies in combating maritime threats and safeguarding
maritime security. The analysis highlights both effective measures and critical missteps in maritime governance,
shedding light on the serious consequences for which the dynasty ultimately had to pay the price.
