Abstract
This paper presents the results of a
04-year evaluation of the implementation of
Circular No. 63/2021/TT-BCA dated June 3,
2021, issued by the Ministry of Public Security,
which regulates the training and competition
of applied sports in the People’s Public Security
forces at the People’s Security Academy. Based
on preliminary review reports and collected data,
the findings indicate that close attention from
leadership at all levels has strongly promoted
the physical training movement, particularly the
development of clubs and positive changes in the
awareness of officials, faculty, and students. The
Academy has actively organized and participated
in competitions, achieving some encouraging
results. However, the implementation process still
faces limitations such as uneven development of
the mass movement, difficulties in facilities, and
a lack of active training among a small number.
The main causes identified are related to physical
conditions, management practices, and individual
awareness. Consequently, important lessons have
been learned regarding the promotion of the mass
movement, improving the quality of the team, and
enhancing facilities. Overall, the implementation
of the Circular has brought about positive initial
changes, contributing to the improvement of the
quality of training and physical training for applied
professional skills, but continued efforts are needed
to address the remaining issues to further enhance
effectiveness.
