COMPLETING THE UNIVERSITY AUTONOMY POLICIES: CURRENT SITUATION AND SOME MAIN SOLUTIONS

Abstract

University autonomy is a consistent guideline and policy of the Party and State. It is considered a key solution, creating a breakthrough in improving the quality of training, and scientific research, and raising the level of Vietnam's higher education following world trends. This is an important policy, suggestion, and encouragement for higher education institutions to deploy autonomy associated with accountability so that stakeholders and society can monitor educational quality. Implementing university autonomy policies and guidelines has achieved some initial results. However, the actual implementation of the policy still reveals many problems and limitations. The article focuses on analyzing the achieved results, difficulties, and obstacles, thereby proposing solutions to improve university autonomy policy, creating favorable conditions for universities implementing autonomy university in a substantive and in-depth way. On that basis, higher education in general and higher education institutions in particular develop and reach the world level.
