HUMAN RESOURCE DEVELOPMENT POLICY IN SOUTH KOREA UNDER THE ERA OF PARK CHUNG HEE (1961-1979)

Abstract

During 18 years in power (1961-1979), Park Chung Hee has carried out many reconstructions of state organization and socio-economic development policies to consolidate power and develop the economy. In the early 60s of the twentieth century, South Korea industrialized the country, shifting from inward to outward-oriented industrial development, with heavy industry and chemicals as the focus. In particular, Park Chung Hee focuses on human resource development policies such as investing in education and training, attracting foreign human resources. This is one of the key factors contributing to the success of South Korea's industrialization process and bringing this country from a poor and backward country into the ranks of “New Industrial Countries” (NICs)
