Abstract

Along with the development of the society, authorization and empowerment is one of the matters which are more and more commonly used in social relations. In state administrative management activities, authorization, empowerment, assignment and decentralization have been identified as very important methods to best utilize the potentials and strengths, ensuring the specific characteristics of the local authority at all levels while helping promote democracy, further clearly determine responsibility in the performance of tasks, duties and powers of competent authorities, contributing to the promotion of the efficiency of state management. Therefore, it is crucially important to make distinction between authorization and empowerment in state administrative management to continue improving the legal regulations, to promote effectiveness of law enforcement in relation to authorization and empowerment in state management and society management as well as to meet the current requirements and duties
