Solutions for adjusting the management form of coal industry construction investment projects in Quang Ninh province

Abstract

The coal industry is a specific economic sector in the entire national economy. Currently, Vietnam Coal - Mineral Industries Group (TKV) is the largest unit of Vietnam's coal industry (TKV's domestic coal production accounts for about 85-90% of the total coal output of the whole industry). TKV is one of two units assigned by the Prime Minister to take the main responsibility for the implementation of the Vietnam coal industry development plan (Decision No. 403/QD-TTg dated March 14, 2016). Projects in the coal industry are invested by this economic group. TKV is responsible for its capital management and state management. In the context that the coal industry is gradually transforming in terms of coal mining and processing projects (from open-pit coal mining to underground coal mining), as well as the new regulations and guidelines in the amendments Construction Law 2014, the Law on Environmental Protection 2020... Its have posed challenges for TKV's coal construction investment project management that need to be adjusted to better suit the requirements of environmental protection in the future. The article presents the contents of the research results and proposes solutions to adjust: the form of project management for construction investment projects in the coal industry
at TKV. That is from “the management board of a project" to "the management board of a regional project". On that basis, the study also proposes the organizational structure of the "the management board of a regional project" in accordance with the project management requirements according to the Vietnam coal industry development plan
to 2020, prospects to 2030.
