Investor prequalification criteria for municipal solid waste treatment projects

Abstract

The development of infrastructure projects in general, and municipal solid waste treatment projects in particular, in the form of publicprivate partnership (PPP) is closely linked to the state's attraction strategy promoting the capable investors, and at the same time, restricting those investors who own outdated municipal solid waste treatment technology, low professional management skills weak financial resources to participate in the projects. So, it must be a pre-qualification step to ensure that only investors who meet the "necessary conditions" can participate in the project. However, whether investors who pass the pre-qualification are reliable or not to carry out the project successfully depends largely on this prequalification. The role of pre-qualification in investor evaluation and selection is extremely important. After reviewing the studies, a number of evaluation criteria for investor pre-qualification have been
identified and used as the basis for conducting surveys on expert opinions. Basing on the survey results and through qualitative analysis, the author completes the table of criteria to ensure the reliable investors selection.
