Developing a total management system for construction projects funded by State capital: A system approach
Abstract
This article studies system theory, based on the scope and characteristics of State-funded construction project management to develop a total management system for this construction project type. The system structure is layer management and has an inclusive relationship: Element → Module → Subsystem → System. The research results can be used to restructure the project management units (PMU) by establishing a total project management department, and clearly defining the functions, tasks, and implementation coordination process of this department with the head of PMU and other departments, contributing to the success of State-funded construction projects.
