Sustainable construction waste management in Vietnam - The roles of the government

Abstract

Construction and demolition waste (CDW) has been causing adverse environmental impacts and reducing the efficiency of construction projects; therefore, construction waste management (CWM) has garnered significant societal attention. However, CWM activities still face several barriers, including a lack of collaboration and awareness among stakeholders. This study aims to confirm the role of government in CWM to encourage the participation of relevant stakholders in practice. Data were collected by considering 87 documents from existing studies, including those in Vietnam and other countries, and then content analysis was conducted within 30 relevant papers regarding the roles of government in the sectors of construction and waste management which were published in a year range of 2000–2023. The findings reveal that a current state of CWM in Vietnam is not well-suited for holistic adoption by individual stakeholders. As a result, the CWM requires the involvement of government agencies in a leading role. Developing comprehensibly strategies, visions, and purposes for CWM would encourage participation from stakeholders. Furthermore, the government should strive to balance environmental, economical, social, and cultural aspects in CWM practices toward sustainability goals in the construction industry.
