Abstract

The study aims to identify the shortcomings and limitations as a basis for proposing solutions to enhance and complete the registration of security interests for households and individuals in Dong Anh district, Hanoi city. The secondary data source on registration of security interests in land use rights was collected from the Branch of the Land Registration Office in Hanoi - Dong Anh district. The primary source of data assessing the status of registration of security interests with land use rights is collected from a random survey of 99 land users who registered security interests in Dong Anh district in the period of 2018 -2020 and 30 officials, civil servants and public employees carry out procedures for registration of security interests. In the period 2018-2020, there were 12,820 applications for registration of security in the form of mortgage of land use rights in Dong Anh district. However, this work still has some shortcomings and limitations related to loan procedures, secured asset handling; registration forms; facilities and equipment; professional capacity of cadres, civil servants and public employees. The solution groups are proposed include: solution of policy and legal; solution of database complete; solution of propaganda and implementation organization; solution of human resource and facilities.
