Abstract

The article is based on synthesis and analysis of articles, clarifying issues related to the implementation of autonomy and accountability at higher education institutions in Vietnam. The purpose of the study is to provide a comprehensive picture of the current capacity of autonomy and accountability in Vietnamese higher education institutions. The article uses the method of data collection, synthesis of articles, research works, investigation, collection and processing of secondary data and in-depth interview method with the research team related to the issue of university autonomy and social accountability. The research results show that, to generalize the picture of the capacity to exercise autonomy and social accountability at higher education institutions in Vietnam, the university autonomy mechanism has been piloted starting from 2014 and higher education institutions are not yet autonomous. In particular, the article provides a basis for governing bodies to assign autonomy and social accountability to each higher education institution at different levels to ensure its relevance, efficiency and feasible.
