THEORY OF THE LAW-MAKING ACTIVITY OF MANAGING FOREIGN WORKERS IN EDUCATION SECTOR IN VIETNAM NOWADAYS

Abstract

This article presents several theoretical issues related to the causes, necessity, and orientation of the development of the law on the management of foreign workers operating in the field of education in Vietnam today. This article is carried out mainly by theoretical and practical analytical research methods. Stemming from the fact that foreign workers in the education sector will increase, and those need to be well managed, this article has examined the separate regulations governing this issue. From that, the research concludes Vietnam does not have its own rules to manage foreigners working in the field of education – and this fact exists for very specific reasons. In addition, the regulations currently used to manage foreign workers in the field of education still have many shortcomings. Therefore, the article has researched and proposed several orientations and recommendations for law-making activities in this area.
