OVERVIEW OF PLANNING AND MANAGEMENT OF ARCHITECTURE AND LANDSCAPE IN RURAL CONSTRUCTION PLANNING

Abstract

Along with the renovation process, our country’s rural areas have achieved many successes, with growth in agricultural output and improvement in all aspects of people’s lives. New rural construction planning has initially come into effect, creating a green, clean and beautiful environmental landscape. Many rural areas have preserved and promoted the architectural and landscape values typical of culture and ethnicity by region.

Rural construction planning has been implemented through the Law on Construction, the Law on Architecture and Decree No. 85 guiding the development of regulations on the management of rural residential architecture. However, both of these laws have not created sufficient basis to regulate rural architecture, the quality of planning is not high, and there are still difficulties and problems such as: The legal framework is not complete; Incomplete and inconsistent rural planning; awareness of rural architecture among practitioners as well as people is not complete and correct; and
difficulties in socio-economic pressure.

The implementation of planning for construction and development of new rural areas is a correct policy of the Party and State, the establishment of regulations on rural architecture management has been legalized. All levels and sectors, especially district-level authorities, need to quickly develop and promulgate these regulations. The management of rural residential architecture must be correct, accurate, impartial, transparent, long-term and effective for sustainable rural development, in accordance with the set orientation.
