Trong bối cảnh đô thị hóa nhanh và tác động ngày càng gia tăng của biến đổi khí hậu, các đô thị Việt Nam đang đồng thời đối mặt với yêu cầu chuyển đổi mô hình phát triển theo hướng tăng trưởng xanh, nâng cao năng lực chống chịu và thúc đẩy chuyển đổi số. Thực tiễn cho thấy, nhiều bộ chỉ số đánh giá đô thị đã được xây dựng và áp dụng riêng rẽ cho từng lĩnh vực, song còn thiếu một khung đánh giá tích hợp phản ánh đầy đủ mối quan hệ tương hỗ giữa các trụ cột phát triển bền vững. Trên cơ sở tổng hợp kinh nghiệm quốc tế và phân tích thực trạng áp dụng tại Việt Nam, bài báo đề xuất bộ chỉ tiêu tích hợp đánh giá đô thị xanh, ứng phó biến đổi khí hậu và chuyển đổi số, đồng thời kiến nghị định hướng áp dụng trong quản lý và phát triển đô thị Việt Nam giai đoạn 2021-2030, tầm nhìn đến năm 2045.
Amid rapid urbanization and the intensifying impacts of climate change, Vietnamese cities face increasing pressure to transform their development models toward green growth, enhanced climate resilience, and digital transformation. In recent years, various urban indicator systems have been developed and applied in Viet Nam to assess these dimensions; however, they are largely implemented in a fragmented manner, focusing on individual sectors and lacking an integrated framework that captures the interdependencies among the pillars of sustainable urban development. Drawing on a review of international practices and an analysis of the current application of urban indicators in Viet Nam, this paper proposes an integrated indicator framework for assessing green urban development, climate change adaptation, and digital transformation. The proposed framework aims to provide a comprehensive, measurable, and practical tool to support urban planning, management, and policy decision-making. The paper also discusses directions
for applying the integrated indicator system in the context of urban management and development in Viet Nam.
