Abstract

Xây dựng Bản sao số đô thị (Urban Digital Twin - UDT) trong dự thảo Nghị định về phát triển đô thị thông minh không chỉ là yêu cầu về một công cụ ứng dụng công nghệ, mà khi được thể chế hóa sẽ là cấu phần bắt buộc của hệ sinh thái đô thị thông minh. Điều này mở ra cơ hội và thách thức mới cho phát triển đô thị thông minh ở Việt Nam, đưa việc quản lý phát triển đô thị từ trạng thái “số hóa thủ tục” sang “quản trị dự báo” dựa trên mô hình mô phỏng số theo thời gian thực mà tiền đề là mô hình thông tin đô thị (CIM) của ngành xây dựng. Bài viết này phân tích một số cơ hội và thách thức phát triển hệ sinh thái Bản sao số đô thị UDT trong quy hoạch và quản lý đô thị thông minh ở Việt Nam trong bối cảnh chính quyền địa phương hai cấp và một số bài học kinh nghiệm quốc tế.

The development of an Urban Digital Twin (UDT) in Vietnam’s draft Decree on smart urban development is not merely a technological requirement; once institutionalized, it will constitute a mandatory component of the national smart city
ecosystem. This regulatory shift introduces both opportunities and challenges for advancing smart urban development in Vietnam, marking a transition in urban governance from procedural digitalization to predictive governance based
on real-time digital simulation models, underpinned by the construction sector’s City Information Modeling (CIM). This paper examines the key opportunities and challenges in developing the UDT ecosystem for smart urban planning and
management in Vietnam within the framework of a newly established two-tier local government system, while also drawing comparative lessons from international experiences.
