The industrialization and modernization strategy in the “post-WTO” period in Vietnam: Roadmaps and breakthroughs

Abstract

The article analyzed the roadmaps and breakthroughs to be undertaken by Vietnam in implementing the industrialization and modernization in the post-WTO period, in which more emphasis was set to be placed on the alternation of thinking on the industrialization and modernization model. Given the on-going industrial policies as well as the enabling conditions to shorten the industrialization and modernization process in our countries from such perspectives as: the role of the state in development orientation and acceleration; the role of economic sectors in the industrialization and modernization; sector-oriented development; region-oriented development, etc. the author suggested two strategic roadmaps to this end, namely:

First period (2008-2010) – to create an adequate foundation and essential preconditions in order for the economy to take off.

Second period (2010-2020) – the strategic period.

Along with the two strategic roadmaps, the author also recommended to select and make breakthrough policies and points by realizing the mega projects, which can lead to robust and sustainable development on a massive scale, such as: the high-tech and urban development projects in Hanoi and Hochiminh city; the Van Phong international port and economic zone development project, etc.
