Environment protection legislation: experiences in some Asian countries and lessons for Vietnam

Abstract

To harmonize economic development and environment protection, it is important to progressively perfectionate the legal system as well as institutional setting on environment management in every country. In parallel with an improved legal framework on environment, to ensure that the people can enjoy a clean and pollution-free environment, it is recommendable for the Governments to consistently implement measures and policies appropriate to the situation of their countries. This article on the one hand reviews experiences in Singapore and China – the two Asian countries that have been relatively successful in formulating and enforcing a legal framework on environment protection, and draws some lessons applicable to Vietnam on the other hand.
