Personal data protection and privacy in digital human resource management at law-training universities in Vietnam

Abstract

The digital transformation process in higher education in Vietnam is fundamentally reshaping university governance, particularly as human resource management shifts from traditional administrative methods to data-driven and digital platform-based models. This transformation has significantly increased the collection, storage, and processing of personal data of lecturers, academic staff, and employees. For law-training universities, which are inherently committed to upholding the rule of law and professionalethics, protectingpersonal data in digital human resource management is not only a legal obligation but also an indicator of institutional compliance with legal standards. This article adopts an interdisciplinary approach that integrates theories of digital human resource management with personal data protection law. It analyzes the current legal framework governing the processing of personnel data, identifies specific characteristics and legal challenges of digital human resource management within legal education institutions in Vietnam, and proposes directions for improving governance models to ensure the protection of human rights while enhancing university management effectiveness in the current context.
