DEVELOPING A COMPETENCY FRAMEWORK FOR VOCATIONAL EDUCATION LECTURERS AT COLLEGES IN THE CONTEXT OF INTERNATIONAL INTEGRATION

Abstract
Based on a survey of 360 vocational education and training (VET) managers and lecturers, along with 420 students from eight colleges in the Red River Delta region, this paper presents the findings of a study on developing a competency framework for VET lecturers in the context of international integration. The proposed framework consists of five standards, 14 criteria, and a set of specific indicators, comprehensively reflecting the groups of professional, pedagogical, digital, international integration, and enterprise collaboration competencies. The paper also proposes a process for developing, implementing, and utilizing the framework within VET institutions, while identifying essential conditions to ensure its practical applicability. The study's findings serve as an important reference for training institutions in planning, recruiting, training, fostering, and evaluating VET lecturers toward modernization, standardization, and international integration
