Abstract

The most important thing to address the need for civil service reform is to improve the quality of the human resource training model and enhance the performance of human resources working in the public sector. The article suggests a solution to improve the training model, which is to change training based on quota standards to training based on job needs associated with each job position and management and leadership titles; Apply a competency-based training model, focus on providing skills to work in the public sector. Instead of thinking that training is a cost, we need to have a view that training is an investment for development.
