Abstract
The study aims to highlight the advantages, limitations, shortcomings, and propose solutions to improve the auction of land use rights in Bac Ninh city, Bac Ninh province. Secondary data was collected from agencies and units in Bac Ninh city. Primary data was gathered from 101 auction winners from two representative projects. The data was processed and analyzed using SPSS20.0 software. Evaluation criteria include: number of auction projects; number of auction participants; winning auction price; starting auction price; price difference ratio; satisfaction level with the auction, etc. Overall, auction participants are quite satisfied (level 2). However, many participants are not fully aware of the land use rights auction law; the starting price in some projects is lower than the market price, etc. Proposed solutions to improve the auction of land use rights include: promoting auction laws; providing auction information; determining the starting price, and financial obligations when participating in the auction
