Abstract

                       Sovereignty of Vietnam over Hoang Sa and Truong Sa archipelagoes was early applied by Vietnamese feudal dynasties. This fact was most obvious at the beginning of 17th century and lasted until the year of 1932, when France officially announced to inherit this right and continued to execute the sovereignty over these two archipelagos on behalf of Vietnam.

           In the Second World War, these two archipelagoes were occupied illegally by Japan. But in the 1951 San Francisco Conference, the sovereignty of Vietnam over Hoang Sa and Truong Sa archipelagoes was solemnly affirmed by the representative of Vietnam government and was confirmed by international community in the San Francisco Peace Treaty signed on September 8th 1951.

In 1956, the People’s Republic of China occupied illegally Phu Lam Island belonging to Hoang Sa archipelago. In 1974, the PRC attacked and occupied

the whole Hoang Sa archipelago. In 1988, PRC again attacked and occupied three reefs of Truong Sa archipelago. However, thanks to the animus insurance, the sovereignty of Vietnam over these two archipelagoes was not discontinued.

From 17th century upto now, by various effective ways - namely the political, military, law-abiding, economic and cultural ways… - the process of controlling and applying the sovereignty of Vietnam over Hoang Sa and Truong Sa archipelagoes has occured in an actually, continued, peaceful and transparent manner.
